On 2 December 2025, Global Human Rights Defence hosted the ASP side event “Preventing Genocide and a Humanitarian Catastrophe in Sudan” at the Hague Marriott Hotel, bringing together leading experts in international law, human rights, and atrocity prevention. The discussion examined the scale of the rapidly worsening crisis in Sudan and outlined the urgent steps required from ICC States Parties and the broader international community to halt atrocities and close the growing accountability gaps.

Moderator Charlotte Zehrer opened the session by underscoring that Sudan is currently the world’s largest humanitarian crisis, with tens of millions in need of assistance and widespread displacement. Speakers highlighted that nearly twenty years after the Darfur referral, atrocities continue across Sudan, many falling outside the ICC’s territorial jurisdiction. This has left victims without effective avenues for justice and underscored the need for complementary accountability mechanisms.
Panellists emphasised several priority areas: the need for Sudanese-led justice processes, including hybrid and national mechanisms with women’s participation at the centre; the protection and verification of evidence despite severe risks to documenters on the ground; the critical role of foreign actors whose financial and material support continue to fuel the conflict; and the importance of broadening accountability efforts, from universal jurisdiction cases to stronger sanctions and action against corporate and state enablers.
Across the panel, one message was clear: the international community must act decisively to prevent further genocidal violence, strengthen humanitarian access and support survivor-centred justice efforts.
