Since the full-scale invasion of Ukraine, civic space in the Russian Federation has deteriorated at an unprecedented pace. Through an increasingly complex and punitive legal architecture -marked by vague and elastic legislative wording- authorities have systematically criminalised dissent, dismantled independent civil society, and curtailed fundamental freedoms. This report examines how domestic legislation is being instrumentalised to suppress freedom of expression, assembly, and association, placing activists, journalists, and ordinary citizens at growing risk.
